In Manitoba, the worksheets lean heavily on Winnipeg, where most of the population and most of the competition sit, and on one of the longest heating seasons in southern Canada. Heating mix is also more mixed than in Alberta or Saskatchewan, which makes the job value worksheet more interesting for HVAC and electrical businesses.
The market
Winnipeg is the main market by a wide margin. Brandon, Steinbach, Winkler, Portage la Prairie and Thompson are the other centres, each with its own pool of trades businesses and its own word-of-mouth networks. Steinbach and Winkler in particular have grown quickly, bringing new-build work.
For a Winnipeg business, the ad budget worksheet usually has one problem: spend gets spread over the whole city, including areas the crew rarely wants to drive to in January. We would set targets by area and job type. For a business in Brandon or the southern towns, the budget is smaller and the local SEO checklist does more of the work.
The heating season and the heating mix
Manitoba's prairie winters are long and very cold. That pushes heating, plumbing and electrical service into heavy demand for more than half the year. Statistics Canada puts natural gas as the main heat for roughly half of Manitoba homes in 2023 (52%), with electricity at roughly a third (33%).
That one-in-three electric share matters. It means more electric furnaces, baseboards and electric boilers in the housing stock, and with them more potential heat pump conversions. If you sell that work, give it its own row on the job value sheet, because it behaves differently from gas furnace replacements.
For outdoor trades, the season is short and intense, so most of the year's roofing, landscaping and concrete leads arrive in a few months. Keep a small reserve for the spring thaw, when sump, drainage and foundation calls can arrive in a rush that no calendar predicts.
Regulators to know
- The Office of the Fire Commissioner (Inspection and Technical Services) issues electrician licences and gas and oil burner permits and licences, and oversees boilers, pressure vessels and elevators. Re-check its site for current scope.
- Apprenticeship Manitoba handles trade certification.
- Workplace injury insurance runs through WCB Manitoba; customer complaints go to the province's Consumer Protection Office.
We name these so you know where to look. We do not interpret their rules.
Programs that affect your customers
As of October 2026, Manitoba has more active efficiency programs than its Prairie neighbours:
- Efficiency Manitoba Air Source Heat Pump Rebate: for an existing primary home, a ducted cold-climate heat pump earns $2,000 and a ductless one $1,500.
- Canada Greener Homes Affordability Program: Manitoba signed the first agreement in September 2025, with Efficiency Manitoba delivering no-cost retrofits to low- and median-income households.
For a heat pump business, the rebate reduces the customer's net price and can lift booking rate. On the budget worksheet, a higher booking rate means fewer leads needed for the same jobs. Confirm details with Efficiency Manitoba before you advertise them. The federal oil-to-heat-pump grant closed for Manitoba applicants on July 31, 2026.
A quick worksheet adjustment for Winnipeg
Here is how the budget sheet changes for an invented Winnipeg heating business. Suppose it plans 40 furnace and boiler jobs a year from ads. A flat pattern would put about 3.3 jobs in each month. Its own history says otherwise: roughly two thirds of signed heating jobs land between October and February. So those five months carry about 66% of the budget, and the seven warmer months share the rest, with a small slice kept for cooling and heat pump work in early summer. Same annual figure, very different months.
How we would approach Manitoba
We would start by splitting the job value sheet into gas, electric-conversion and service rows, then build campaigns that match. In Winnipeg, tight geography and fast call-backs come first. Outside it, reviews and a complete Google profile. Throughout, tracking makes sure the numbers going into the sheets are real.

Frequently asked questions
Is Winnipeg one market or several for ad targeting?
Treat it as several. Travel across the city in winter eats into margin, so most businesses do better targeting the areas they can reach quickly than bidding on the whole city.
Can heat pump contractors use the Efficiency Manitoba rebate in their marketing?
They can mention it, with the administrator's name and a note to confirm eligibility. As of October 2026 Efficiency Manitoba lists rebates for cold-climate air source heat pumps in existing primary homes.
Who licenses electricians and gas fitters in Manitoba?
The Office of the Fire Commissioner's Inspection and Technical Services handles electrician licences and gas and oil burner permits and licences. Check its site for current details.
